What is the Zoning Code?

The Zoning Code is part of the El Cajon Municipal Code. It is adopted by City Council through ordinance.  The Zoning Code governs the uses, the size of buildings and how buildings relate to their surroundings. Zoning implements the policies of the General Plan by designating in more detail how property owners can use property and what can be built on a specific property.

Why is it being updated?

 The Zoning Code needs regular updates to ensure that is current. It is also updated on a regular basis to comply with changes in state law. The updates proposed include changes to zones and standards to address the following:

  • Accessory Dwelling Units;
  • Economic Development;
  • Residential Design and Development Standards; and
  • Housing Element Implementation

What is being updated?

Some of the specific sections of the Zoning Code that are the focus for the update are linked below.

Residential Chapter 17.140

Accessory Dwelling Unit Section 17.140.180

Commercial Chapter 17.145

Industrial Chapter 17.150

How can I be involved?

City staff is in the process of researching and beginning to draft potential changes. We would like to hear from you.

  • What would you like to see changed in the Zoning Code?
  • What business or economic development incentives would encourage businesses to locate or expand in El Cajon?
  • What changes would you like to see for Accessory Dwelling Units (Granny Flats)?
