The El Cajon Community Care program gets you to the right level of care, which may or may not include transportation to a hospital emergency department. 911 calls with non-emergency injuries or illnesses may be transferred to a Nurse Navigator who can assess your symptoms and refer you to the most appropriate medical care. This care could include referral to a local clinic or urgent care.
You should only call 911 for a serious medical emergency that you believe is life threatening or that may be or become life threatening, for example:
- Trouble breathing
- Chest pain
- Heart attack
- Cardiac arrest
- Fainting
- A severe allergic reaction
- Injuries from a fall or accident
- Seizures
- Severe pain
- Other urgent matters
You should not call 911 for minor illnesses or injuries, for example, a cold, a minor cut or for a routine medical matter that can be addressed through an appointment with a primary care physician.
Will Emergency Medical Services (EMS) providers still respond and transport me to a hospital if I call 911?
If your condition is an urgent, life threatening or potentially life-threatening emergency, the 911 center will dispatch an EMS ambulance where first responders will assess your symptoms, and possibly transport you to the hospital directly.
If your condition is not a medical emergency, you may be transferred to the El Cajon Community Care Program and the Nurse Navigators will assess your symptoms and determine the most appropriate medical care for your condition.
The 911 operator will evaluate (triage) your condition by using industry best practice medical protocols and questions to thoroughly evaluate your medical symptoms. The results of that protocol-driven evaluation of your specific medical symptoms will determine the best course of care for you.
The Nurse Navigator will connect you to the most appropriate level of care available, taking into account your existing primary care provider (if any), the location where you last received care, your location, the time of day and the availability of healthcare providers.
Will the nurse schedule a clinic appointment for me at the medical center at a predetermined time? Will the staff know when I will arrive and why?
Each clinic has walk-in appointments that will be available for El Cajon Community Care patients. The Nurse Navigator will notify the clinic that you are on your way, provide your estimated time of arrival and the reason(s) you are seeking medical care. Upon your arrival, you will be seen as soon as possible.Yes, the selected medical providers will be licensed and able to prescribe medications for treatment.
Should I call 911 to schedule any follow-up or future appointments at the medical clinic in which I was seen?
No. You should schedule all follow-up medical appointments directly with the medical clinic in which you were seen, and where you are now a registered patient, or with any other non-emergency healthcare facilities that the clinic may refer you to.
What happens if the nurse at the El Cajon Community Care Program determines that my condition warrants transport to a hospital emergency department?
Nurse Navigators with the El Cajon Community Care Program should only receive calls that would typically be best handled in a non-emergency healthcare environment as opposed to a hospital emergency room setting. However, if the Nurse Navigator determines that your condition is of an urgent or emergency nature that should best be treated at a hospital or that you should be assessed by EMS first responders, we will immediately dispatch an EMS ambulance to you.
The Nurse Navigators are licensed Registered Nurses by the State of California and have professional experience in emergency nursing. They are also specially trained in the practice of telephone evaluations (triage).
If I talk to the nurse and still want to be transported to the hospital by ambulance, what happens then?
The Nurse Navigator will work with you to determine the most appropriate level of care for you. If during that process you or the nurse determines that an ambulance is needed then one will be dispatched.
Yes, you may submit more than one map. Please draw as many maps as you like. We suggest you submit only your top 2-3 preferred maps to assist the City Council in focusing on the map that best represents your community; however, there is no limit.
- No, you do not need to submit a fully completed map. You can draw boundaries for only your neighborhood or only a portion of the city. It is helpful if you submit written commentary with your map describing why the particular neighborhood or area should be kept together in a single district.

At the hearings and workshops, we want you to:
- Share your story
- Define your neighborhood or community of interest
- Explain why redistricting is relevant to your community
- Get the tools you need to draw a map of one district or of all five districts
- Share your opinions of the draft maps
- Talk to your neighbors and local organizations
The City will reach out to local media to publicize the redistricting process. Also, we will make a good faith effort to notify community groups of various kinds about the redistricting process. Our public hearings will be provided in applicable languages if residents submit a request in advance to redistricting@elcajon.gov.
The City Council will notify the public about redistricting hearings, post maps online before adoption, and maintain this dedicated webpage for all relevant information about the redistricting process.
A community of interest is a "contiguous population that shares common social and economic interests that should be included within a single district for purposes of its effective and fair representation."
Below are useful excerpts from the Local Government Redistricting Toolkit by Asian Americans Advanced Justice - Asian Law Caucus (2020).
Communities of interest are the overlapping sets of neighborhoods, networks, and groups that share interests, views, cultures, histories, languages, and values and whose boundaries can be identified on a map.
The following elements help define communities of interest:
- Shared interests in schools, housing, community safety, transit, health conditions, land use, environmental conditions, and/or other issues;
- Common social and civic networks, including churches, mosques, temples, homeowner associations, and community centers, and shared use of community spaces, like parks and shopping centers;
- Racial and ethnic compositions, cultural identities, and households that predominantly speak a language other than English;
- Similar socio-economic status, including but not limited to income, home-ownership, and education levels;
- Shared political boundary lines from other jurisdictions, such as school districts, community college districts, and water districts.
1. Federal Laws

2. California Criteria for Cities (to the extent practicable and in the following order of priority)
- Geographically contiguous (areas that meet only at the points of adjoining corners are not contiguous. Areas that are separated by water and not connected by a bridge, tunnel, or ferry service are not contiguous)
- Undivided neighborhoods and "communities of interest" (socio-economic geographic areas that should be kept together for purposes of its effective and fair representation)
- Easy identifiable boundaries
- Compact (do no bypass one group of people to get to a more distant group of people)
Prohibited: "Shall not favor or discriminate against a political party."

Common acronyms demographic categories:
NH: Non-Hispanic
VAP: Voting Age Population
CVAP: Citizen Voting Age Population
CVRA: California Voting Rights Act
FAIR MAPS Act: Fair and Inclusive Redistricting for Municipalities and Political Subdivisions
NDC: National Demographics Corporation (the firm hired to produce the maps and provide demographic data)- You can find a map of the City's current City Council districts here.
After you submit your map, the demographer consultants will generate the population and other demographic details for your proposed map. Maps can be viewed on the Draft Maps page or on the Interactive Review Map.
Once submitted, maps are considered pubic records.
Redistricting is the regular process of adjusting the lines of voting districts in accordance with population shifts. In California, public agencies and other organizations must redivide (or redraw) the lines of their districts every ten years once the results of the Census are released so that each district is substantially equal in population. This ensures that each elected official represents about the same number of constituents.
All district lines must be reviewed to meet strict requirements for population equality, voting rights protections, and in accordance with the California FAIR MAPS Act. With the California Voting Rights Act, more than 500 jurisdictions in California must redistrict in 2021-2022.
Online publications and guides to redistricting:
- Redistricting determines which neighborhoods and communities are grouped together into a district for purposes of electing Council Members. The City Council will seek input in selecting the next district map for electing Council Members. You have an opportunity to share with the City Council how you think district boundaries should be drawn to best represent your community either during the public hearings or by submitting comments to redistricting@elcajon.gov.

To pay an invoice online at www.cityofelcajon.us/paco, you must be a registered user and connected to the permit or application. If you were not the individual who submitted the permit or plan, please register for an account and request that the person who applied add you as a contact. Please follow the directions on how to pay the invoice once you've been added to the permit.
You may also pay in person at City Hall at the reception desk on the first floor.
Please visit the Project Assistance Center Online (PACO) homepage. Click in the upper right hand corner on guest to begin the process.
A short video is available to help you step by step through the registration process.
On the Project Assistance Center Online (PACO), click apply and select the permit it or plan type to navigate to the application screen.
Follow the prompts to select the location of the subject property, enter in required information, identify any required forms, upload required forms and plans, and submit.
Once you've submitted successfully, you'll get a success screen and you'll see the plan or permit in your PACO dashboard.
Within 1 to 2 business days, you'll receive an email directing you to pay an invoice for initial plan check or review fees for your application.
Once you have paid your initial invoice, the review process will begin. You can track the progress on your permit or plan on the dashboard.
Once the plan or permit has been reviewed (review timelines vary), you'll receive an e-mail directing you to PACO to see any review corrections, redline plans, or additional invoices.
For review corrections and redline plans, please revise and resubmit via PACO the requested documents or plans.
Once your permit or plan is ready for approval or issuance, you may receive an e-mail with final directions and an invoice with final fees.
Permit or plan approvals will be uploaded and available to you via PACO once completed.
- If you cannot find an address in PACO, then it is likely not within the City of El Cajon. Many unincorporated San Diego County addresses have El Cajon listed as the city. Please check this interactive map to see what jurisdiction the property is in. If it is within the City of El Cajon but does not show up as an option to select in PACO, please contact us.

Police
- The City of El Cajon uses Dead Animal Removal (DAR) to remove deceased animals from the roadway. DAR can reached directly at 619-390-8204 or you can call the ECPD Communications Center at 619-579-3311.
Animal Shelter Hours
Tuesday-Sunday 9:00 am - 6:00 pm
- If the graffiti is in an area that is accessible (not within a fenced area) you do not need to be home to receive this service. If it is undera bridge call (858) 467-4042.
If we have a consent form on file for your property the graffiti can usually be removed within 48 hours. If no consent form is on file we must receive the consent form before the graffiti can be scheduled to be removed.

- Yes. We will match the existing paint of the wall surface as closely as possible. After all, the purpose it to keep the City looking beautiful.
- If your car has been impounded for 30 days, you may request a “Post Storage Hearing” to appeal the impound. You must submit your request within 10 days of the date of the impound. You may come in to the police station for a copy of this request, or you can download the Request for Vehicle Storage Hearing form, fill it out, and bring it to the station. A hearing officer will call you within 48 hours (excluding weekends and holidays) to schedule an appointment.
California Vehicle Code section 14602.6 mandates the impoundment of a vehicle if the driver is cited for driving with a suspended license. The vehicle can be impounded for 30 days. The owner of the vehicle is responsible for storage fees.
At the end of the 30-day hold period, you will be able to obtain a vehicle release and pick up your vehicle from the tow company. For more information, please come to the Records Division Business Office during normal business hours.
The vehicle release fee is:$135 or $150 ($150 if any driver license violation; i.e., No Driver License, Suspended or Expired Driver License).
These fees are payable to the City of El Cajon and payable by cash, cashiers check, postal money order or credit card.
You will be given the Tow Company’s name, address and phone number to reclaim your vehicle after all fees have been paid.
Come to the El Cajon Police Department Headquarters Main Lobby, Public Counter located at 100 Civic Center Way, during normal hours of operation. The vehicle must be currently registered. The vehicle will only be released to the licensed registered owner*. If the registered owner does not have a valid driver’s license he or she will need a State of California identification card, or another acceptable form of identification, and accompanied by a valid, licensed driver.
*With the registered owner’s consent, a vehicle release can be issued to another licensed driver. You must contact the El Cajon Police at (619) 579-3365, for this requirement. Only the driver listed on the vehicle release may obtain the vehicle from the tow yard.

If you do not pay the fine on your ticket, you will have to appear in court before the judge to plead your case. The judge will decide if you have to pay the fine or not. You may not be able to register your vehicle if the fine is not paid and interest accrues on all unpaid balances.
If you do not show up for court, the judge will issue a warrant for your arrest. This warrant information is entered into a nationwide law enforcement computer system. Any officer that contacts you and obtains warrant information about you from the computer will arrest you and take you to the nearest jail facility.

When you receive a ticket from an El Cajon Police Officer, the ticket will indicate if you are required to appear in court (summons) or have been assessed a penalty.

Citizens wishing to obtain a copy of a police crime report may request one in person or by mail. Come to the Records Department Public Counter located at 100 Civic Center Way, during normal hours of operation.
You will need to complete this Request Form, which states your interest in the police report, and pay an administrative fee of $10.00. Please include the case number or detailed information to assist us in determining the correct case number. You can only obtain copies of reports in which you are the victim, property owner, insurance company representative, attorney or parent of a juvenile who is the victim of a crime. To obtain a copy of a property or crime against a person report, you must provide a case number or other information to assist in identifying the incident. The report may be released if it is not still under investigation or restricted. We do not release copies of arrest reports.
If you are the arrested party on a police report, you may obtain information through the San Diego County District Attorney’s Office when you appear in court for arraignment. If a juvenile is listed on the police report as a suspect, is arrested, or involved in criminal activity which may result in dependency procedures, you may only obtain a copy of a report after obtaining a court order through the San Diego County Juvenile Court.
If you suspect a neighbor of performing some type of illegal activity, (domestic violence, child abuse, drug use, etc.) we ask that you report this even if you don’t want to become involved. There are cases when the victim of a crime case determines that they no longer desire to proceed with further criminal action. Generally, it is within the victim’s right to file a “No Prosecution” form. This process will cancel the investigative and prosecution process.
Yes. You can call the Investigation Division if you have additional information that may lead to the successful resolution of your crime case. Remember to obtain the crime case number from the Records Division prior to calling.
There are various factors in determining the length of a crime case. First, the procedural processing of a crime case varies from one to fourteen days, depending on the severity of the case and workload demands. Second, the detective is investigating your crime case in conjunction with dozens of other very important cases. You will be contacted when the detective requires additional information or there is a status development. This entire process may take several weeks to conclude.
You will be contacted by either a detective or a representative of the Police Department. The purpose of the contact will be for one of two reasons. First, you may be contacted to inquire if additional information is available which may assist in the arrest of the perpetrator. Second, you may be contacted to be advised of an arrest or closure of the crime case.
No. The detective sergeants review and determine which cases are investigated. The case is assigned for investigation based on the witness and evidentiary solvability factors. However, all crime reports are reviewed by the detectives in order to link series related crimes.

I have noticed an increase of DUI Checkpoints {Driving Under the Influence} within the City of El Cajon. Why is this occurring?
Driving under the Influence offenses, primarily alcohol, have reached record proportions in the State of California. Over the past few years, the number of offenders has cycled up and down, but once again are on the rise for 2003. This is a major safety issue for all citizens in our county and one that must be addressed in an assertive manner.
Over a period years, MADD {Mothers against Drunk Driving}, the California Legislature as well as the court system, have joined forces to enact and enforce strict laws regarding DUI drivers. This has resulted in a number of innovations, among which is the DUI Checkpoint. In essence, drivers are directed into a specified area during which they are contacted by an officer. They are asked for a drivers license, along with inquires to see if they have been drinking that evening. During contact, drivers are often handed information sheets or ribbons as an educational tool to reinforce the negative consequences of drunk driving. Representatives from many organizations are often present at these checkpoints, including MADD, outside law enforcement agencies as well as the news media.
Fortunately, many drivers do not drink and drive and the contact is a positive one. If a driver is found to have been drinking, they are directed to a Secondary Area where they are tested. If arrested, their license is taken from them and the car impounded. The license, being property of Department of Motor Vehicles, is returned to DMV along with an attached notice. A temporary ‘Admin Per Se’ driving form is issued to the driver, which allows driving and appeal rights for 30 days. Thereafter, the license is automatically suspended per DMV.

If your car has been impounded for 30 days, you may request a “Post Storage Hearing” to appeal the impound. You must submit your request within 10 days of the date of the impound.

My vehicle was impounded for 30 days. In the past, I had a vehicle impounded for only 24 hours. Why the difference?
The most common reason a vehicle is impounded for 30 days is a Driver’s License violation. This is explained via Sections 22651{a} thru {t} of the California Vehicle Code {VC}, as well as 22651.3 thru 22658 VC. This book is available at your local library. Additional sections to assist you are 14601{a} thru 14610 VC, which explain common license violations as well as impounds for those offenses.
Additional reasons for 30 day impounds include Reckless Driving or Drag Racing. These offenses begin at 23103 VC and beyond.
Examples of a 24 Hour Impounds are: Expired registration tags over {6} months, select parking violations, expired drivers license over {30} days, as well as drivers arrested for a criminal offense while in possession of the vehicle.
Examples of 30 Day Impounds are: Suspended or Revoked drivers license with prior offenses, engaging in a Speed Contest {Drag Racing}, no Driver’s License issued with prior contacts for same offense {Never had a driver’s license issued during lifetime} as well as vehicles impounded as evidence during a criminal investigation {Hit & Run, for example}.
There are many other reasons for impounding a vehicle, but these are among the most common. If you have questions, it is always best to ask the officer at the time of impound as to the reason for the seizure. I received a Parking Ticket, yet my neighbors car did not for the same violation. Why did this occur?
Parking enforcement is a major task for the Traffic Division and can be overwhelming in the sheer number of violators. The reason a particular vehicle is cited and another by-passed can be due to a number of factors. These include: Number of complaints on a selected vehicle, limitation of time on behalf of the citing officer, previous markings by an officer on a particular problem vehicle, vehicles selected by priority in terms of the seriousness of the violation and finally, the officer was called away prior to completing all of the tasks on that specific street.

Motorcycle Officers normally specialize in traffic enforcement via radar as well as target specific problem areas of the city where collisions occur. Their ability to maneuver easily makes them ideal for this purpose. They also work special events, where space and rapid response is critical. Examples of this are the San Diego Stadium or various parade events.
A Traffic Officer assigned to a car also works traffic enforcement, but spends the majority of his time as an investigator of collisions. Such officers also work Hit & Run collisions, as well as more serious accident scenes.
Speeding is a major cause of accidents and one the primary areas of concern for all traffic personnel. Whenever possible, streets that receive a notable number of complaints receive immediate attention. This may be through simple radar enforcement, use of the Radar Trailer or by teams of officers working together to reduce a particular problem. All of this takes a significant number of man-hours per day and is dependant on staffing and the specific problem being addressed. A chart is maintained that logs in specific complaints. Each area is given attention, depending availability of officers and the number of hours needed to address the problem.
The CRIME FREE MULTI-HOUSING PROGRAM is a unique, three-phase certification program for rental properties of all sizes, including single family rental homes. The first phase is the completion of an eight (8) hour program taught by attorneys, police and fire personnel. Frequently, guest speakers will also attend to address specific topics relating to rental properties. The CRIME FREE MULTI-HOUSING PROGRAM is taught during two four-hour, or one eighthour, training session(s). The program is designed to be flexible, as many communities have differingneeds.
- The law regarding loud vehicle theft alarm systems is contained in the California Vehicle Code, Section 22651.5, which states that a police officer may, upon complaint, remove a vehicle if the vehicle theft alarm system has been activated for 20 minutes upon the officer’s arrival, and the alarm has not silenced within that time. The local patrol division would be the ones to handle this type of request for service.
A noisy neighbor may create a disturbance by having a loud television, stereo, or radio. These types of complaints are best handled by a local police station because the loud noise is intermittent, occasional, or spontaneous. A loud party is also best resolved by the officers assigned to the area.

Low Income Payment Plans
California Vehicle Code (CVC) Section 40220 allows for installment payments of parking citations for qualifying low-income individuals who apply within 60 days from the issuance of a notice of parking violation, or within 10 days after an administrative hearing determination, whichever is later. Once a citation is enrolled in this program, it is no longer eligible for appeal pursuant to an Administrative Review or Hearing. Parking citation late fees and penalty assessments (“Late Fees”) are removed at time of enrollment in the payment plan in accordance with CVC Section 40220. Late Fees are reinstated if the payment plan is not completed. Also, DMV registration holds and Franchise Tax Board tax intercepts will not be implemented, and / or will be removed during the payment plan, subject to its satisfactory completion. If the payment plan is not satisfactorily completed, then such remedies may be invoked.
Who may qualify for a payment plan:
Only the Registered Owner or Lessee of the vehicle for which the citation was issued may enroll in a Payment Plan. To qualify, you must meet the requirements of CVC Section 40220 by either being “Low Income” or receiving qualifying “Public Benefits”, as explained in further detail below.“Public Benefits” are defined in Government Code (GC) Section 68632(a) and include, but are not limited to, public benefits under one or more of the following programs: CalWORKs (or Tribal TANF), Supplemental Security Income and State Supplementary Payment, Supplemental Nutrition or California Food Assistance Program, County Relief, General Relief or General Assistance, Cash Assistance Program for Aged, Blind, and Disabled Legal Immigrants, In-Home Supportive Services, and Medi-Cal.
“Low Income” is defined as any applicant whose monthly income is 125 percent or less of the current poverty guidelines updated periodically in the Federal Register by the United States Department of Health and Human Services. See Chart below for current income thresholds.

How to enroll in a payment plan:
If you are either Low Income and/or the recipient of Public Benefits, you must fully complete and sign an application form to enroll in a payment plan. You are only entitled to enroll in a payment plan once for any specific parking citation(s). Subject to the timing requirements, you may enroll in additional payment plans for any citation(s) which were not previously included in a payment plan. You can obtain an application either online or in-person. To obtain an application online www.elcajonpolice.org. In-person applications may be obtained from the El Cajon Police Department, 100 Civic Center Way, El Cajon, CA 92020.You must also submit documentation along with your application verifying that you are Low Income or receive qualifying Public Benefits; examples of acceptable documents are explained below. Once your application is complete, you may submit your application either in-person to the: El Cajon Police Department, 100 Civic Center Way, El Cajon, CA 92020, or by mail to the: City of El Cajon Parking Enforcement Center, PO Box 3214, Milwaukee, WI 53201-3214.. Lastly, a non-refundable administrative fee of $5 is due upon enrollment. Information regarding payment of the non-refundable fee can be found on the low income payment plan application. There you can also elect to include this fee to the payment plan by checking the appropriate box on your application form.
Please note that if your status as either Low Income and/or as the recipient of Public Benefits is found to have been willfully fraudulent, the reduction of your fines and fees will be overturned and the full amount of any fines and fees will be restored.

Payment Plan Approval:
If your application for a payment plan is approved and you qualify for the payment plan, you will automatically be enrolled in the payment plan and a follow-up communication will provide you detailed payment information and terms. If your application is incomplete or is otherwise rejected, you will be notified. El Cajon Police Department is not required to provide any invoices, payment reminders, or notification of late or insufficient payments. It is your sole responsibility to ensure payments are made timely and in the proper amounts. All payments must be received by the due date. Plan participants are encouraged to set up their own payment reminders. Helpful tips include: taking a photo of your payment plan agreement, setting regular reminders in your calendar, and telling a family member or friend who helps you with your finances.
Minimum monthly payments are due no later than the 1st or 15th of each month as identified in your plan approval letter.
There are no prepayment penalties and you may voluntarily make excess payments. However, any overpayments will not relieve you of the obligation to make the mandated monthly payment(s) in full each month until such time that entire payment amount is paid in full and the payment plan is completed. How to submit payments under a payment plan:
By Mail: Send check or money order payable to the City of El Cajon. Reference the payment plan number and license plate on the check/money order.Payment Plan Default:
If you default on your payment plan you will have 45 days from Notice of Payment Default to make the missed payment and otherwise bring or keep your payment plan payment(s) current. Failure to do so will result in you being removed from the payment plan. After this one-time 45 day extension expires, you will not be provided any further extensions or notices, and any additional late or insufficient payments or other forms of default will result in immediate removal from the payment plan. The City of El Cajon, like most cities in our region, bills for sewer services on an annual basis as part of the County of San Diego property tax bill.
The annual property tax bill, which includes billing for sewer service, will be mailed by the County of San Diego in September of each year. If you pay your property tax bill through an escrow account, you can contact your bank / account holder to withhold enough funds to cover the sewer services added to the property tax bill. Starting Service:
No action is required to establish a sewer utility account. Sewer service charges are assessed to the current property owner via the San Diego County Tax invoice. If you are a property owner who has sold their home, your prorated charges are settled in escrow based on the amount of the charges already included in the property tax bill and the date of the property transfer. No further action is required.
If you are a tenant who pays sewer reimbursement charges to your landlord, please contact your landlord to determine any outstanding reimbursement charges.
The City recommends notifying your escrow company of the amount of sewer charges being added to your tax bill if this amount is significantly different than the previous year. This will allow the escrow company to adjust the amount that is collected each month with your mortgage payment.
Property owners must work with tenants to be reimbursed for the assessed sewer charges by collecting directly from renters, as warranted through rental agreements.

I am an HOA where all the units own their property. We bill them their water, sewer, and trash in their HOA fees. How will the bill be calculated for our usage for the year when all units share one single watermeter and have been based on consumption?
For the initial transition period there was not sufficient data available to appropriately split the sewer charges per individual condo owner within the property.
Therefore, instead of putting sewer billing on the tax roll the first year a majority of all HOAs, mobile home parks, and condominiums had received a single annual invoice with 2 pay-by dates for the for the 12-month billing period.
Many of the HOAs have been fully transitioned to tax bill collection, but we have not received the necessary information to determine if many of the HOAs cannot be transitioned. We request that each HOA fill out an online questionnaire at https://www.cityofelcajon.us/your-government/departments/hoa-questionnaire.
This form will assist with faster communication from HOA customers to the City and from the City to customers, in addition to helping the City determine the proper billing method for future invoices.

If I move out/sell my house in the middle of the tax roll year and paid in full, how will this affect me? Will I be refunded?
The division and credit of any tax bill payments, including the future sewer fees, is part of the process already conducted during the final calculation of escrow fees. Make sure to provide a copy of the notification of charges to escrow to ensure they have all the information they need.

The meter number listed on my Tax Roll billing notice does not match the meter number on my Helix water bill. What should I do?
No need for action! The meter number used for the Tax Roll billing notices are expected to be different from what is listed on the Helix water bills. The number listed on the notice is the Helix’ “Location” number as the “Meter” number, with the addition of 01 at the end.On October 8, 2019, El Cajon City Council adopted new sewer service rates effective November 22, 2019. FY stands for fiscal year. A fiscal year is a period of time lasting one year but not necessarily starting at the beginning of the calendar year. For the City of El Cajon, this includes dates from July 1st to June 30th.
Sewer services cannot be adjusted prior to determining the length of a vacancy. Owners can request an adjustment, which will be reviewed each April using your actual annual sewer usage to evaluate and apply any applicable reductions based on the vacancy duration. Please know that all base charges will still apply, as sewer services are still available to the property regardless of occupancy.
Flow is how usage is billed. Flow is measured in units. 100 CF (Cubic Feet) = 748 gallons = 1 unit
If your flow rate is 10, you are using 10 units, which is the equivalent of 7480 gallons.
The base charge is used to pay “fixed” costs; those expenditures that are not affected by sewage flow such as regular sewer line maintenance. The annual base charge for residential customers is $240.84 and for non-residential customers is $328.44 per bi-monthly billing. For multi-family residential units, the annual base charge is $240.84 for the first dwelling unit plus $120.42 per additional dwelling unit.
For most sewer customers, sewer service charges are paid with the County property tax bill, which is due in two (2) equal installments by December and April. Please refer to the County of San Diego Treasurer-Tax Collector for details on due dates, late payments, and penalty charges.
For Manually Billed customers, your sewer bill is due in two (2) equal installments by the dates listed on your invoice. Late payments are assessed a 10% penalty and accrue interest at 1.5% per month. If you are paying your bill on or near the due date, it is recommended that you pay your bill in person to avoid the late penalty as payments may take up to 3 business days to post to your account.

Batteries and most electronic waste are considered hazardous because of the metals and/or other toxic or corrosive materials contained within. Even when batteries have reached their end-life, they still hold a small charge. If batteries are not discarded properly, they can potentially explode and cause a fire in a collection cart, truck or in a disposal facility when crushed.
