All Regular Meetings of the Oversight Board to the Successor Agency Redevelopment Agency of the City of El Cajon held at 8:00 a.m. in City Hall’s Fifth Floor Conference Room, 200 Civic Center Way, have been CANCELLED. **

As of July 1, 2018, the Countywide Redevelopment Successor Agency Oversight Board will conduct all future meetings.  Please access their website at this link:

As required by State Legislation, signed by Governor Brown on June 28, 2011, the El Cajon Redevelopment Agency (RDA) was dissolved as of February 1, 2012. While the Agency no longer exists, the Successor Agency (City of El Cajon) has assumed responsibility for administering enforceable obligations of the RDA, completing existing projects, and ultimately to wind down RDA operations over time.

On January 10, 2012, the City Council affirmed its intent to become the successor agency to the El Cajon Redevelopment Agency. The Successor Agency will manage existing enforceable obligations and the disposition of agency assets, subject to approval of an appointed oversight board.

Oversight Board members have a fiduciary responsibility to holders of enforceable obligations and the taxing entities that benefit from distributions of property tax and other revenues. Oversight Boards must direct the Successor Agency to do all of the following: dispose of redevelopment assets and properties; terminate or renegotiate contracts; approve repayment terms for outstanding loans; allow refunding of bonds or other debt; set aside amounts in reserves; merge project areas; continue acceptance of federal grants or other funding; approve compensation agreements regarding taxes on assets; establish/approve each Recognized Obligation Payment Schedule (“ROPS”); approve agreements between the Successor Agency and City or County; and approve pledges or agreements for property tax revenues.

Oversight Board Members


Oversight Board members serve at the pleasure of the appointing body or individual. An individual may serve on the Oversight Board and at the same time hold an office with the city, county, special district, school district or community college district. ABX1 26 expressly provides that members are protected by the immunities applicable to public entities and public employees under state law for their actions taken within the scope of their responsibilities as Oversight Board members. ABX1 26 provides that all members shall serve without compensation or reimbursement for expenses. But the City pays for the costs of the meetings of the Board.
