State and Federal Fair Housing laws prohibit discrimination in the sale, rental or financing of housing based on race, color, national origin, religion, sex, sexual orientation, marital status, ancestry, familial status (including children under the age of 18 living with parents of legal custodians, pregnant women, and people securing custody of children under the age of 18), handicap (disability), source of income, or any arbitrary status. If a housing provider refuses to rent or sell a home, offers unequal terms, quotes different prices, or applies different policies based on the protected classes, he or she is violating federal and/or state law.
The City of El Cajon, under direction of the U.S. Dept. of Housing and Urban Development (HUD), has a responsibility to affirmatively further fair housing. The City strives to reduce housing discrimination in the rental, sales, lending, and insurance markets in compliance with the Fair Housing Act.
For the current fiscal year, the City has contracted with CSA San Diego County (CSA) to provide a variety of fair housing and tenant/landlord services, including: mediation of tenant/landlord disputes, investigation and monitoring of complaints of discrimination, maintenance of a free listing of accessible housing, provision of community education and awareness seminars on tenant/landlord and fair housing rights and responsibilities, and fair housing education counseling and mediation services. CSA has provided fair housing services to the residents of El Cajon for over 40 years. CSA administers and monitors all of the City’s fair housing efforts.
