TYPE OF INCIDENT:  Flock Safety ALPR Assists in Multiple Arrests

DATE AND TIME OCCURRED:  08/14/2023.

LOCATION OF OCCURRENCE:  El Cajon, CA

RESUME OF INCIDENT

The El Cajon Police Department recently started an automated license plate reading (ALPR) program utilizing Flock Safety technology. Flock Safety ALPR cameras send a real-time crime alert to law enforcement when a stolen vehicle, or known wanted vehicle, from a state or national database is detected.

At about 12:37 PM on August 14th, El Cajon Police Officers received a Flock Safety Alert for a stolen vehicle. The vehicle was reported stolen from Spring Valley on August 13th, 2023. Two juveniles deceptively took an elderly male’s vehicle and left him stranded. El Cajon Police officers located the vehicle in the area of N. Second and Clarendon in El Cajon. Officers conducted a felony stop on the vehicle and took the driver and a passenger into custody. The driver was a 16-year-old male, the passenger was a 14-year-old female. Both suspects were charged with auto theft, possession of a stolen vehicle, and elder abuse. Juvenile Hall would not accept either juvenile for booking. Both suspects were released to their parents.

Just over 12 hours later, at about 12:45 AM on August 15th, ECPD started receiving multiple alerts for a stolen vehicle on the Southwest side of the city. The vehicle was reported as stolen from San Diego on August 13th. Officers located the vehicle and driver in a convenience store parking lot in the 1200 Block of West Main Street in El Cajon. Officers were able to quickly arrest the suspect without further incident. The suspect, 24-year-old, Nickolaz Oliver, was later booked into jail for possession of a stolen vehicle.

The use of the Flock Safety ALPR was instrumental in this case assisting the El Cajon Police in locating the stolen vehicle.
